Makeup, especially in modelling and stage performances, is put on at varying degrees of heaviness depending on how far away your audience/camera is. The further away, the thicker and higher-contrast it is. Girls wearing that ridiculous dark lip-liner are probably trying to look like the model/star they like without realizing that they often wear makeup made to make them look good at a distance.
